Important Information
Under the public policy adopted in recent years by the Federal Government in the area of national security, several initiatives and requirements have been implemented for people traveling outside the United States.
Western Hemisphere Travel Initiative
This initiative requires all U.S. citizens to have a passport, passport card or other acceptable official document for the purpose of establishing their identity and nationality. It will be implemented in two phases:
- Effective January 23, 2007, the passport requirement was implemented for all air travel to Canada, Mexico, Central America, South America, the Caribbean and Bermuda.
- As of June 1, 2009, the passport or passport card requirement for all travel by sea (including ferries) and land (border crossings) will be extended to these destinations.
Travel between Puerto Rico and the United States
It is important to note that this procedure will not apply to travel between the United States and Puerto Rico. U.S. citizens traveling between the United States, Puerto Rico, the U.S. Virgin Islands, Guam, the Northern Mariana Islands, or American Samoa will continue to be able to use the identification documents already in place.
As of October 1, 2020, it will be mandatory for domestic travel to have an ID that complies with the Federal Real ID Act.
General information
The passport offices process passport and passport card applications for U.S. citizens living in Puerto Rico. Likewise, they process the applications of U.S. citizens not living on the Island who apply here to obtain or renew the document. Passports are generally issued in the city of Miami and in the state of New Hampshire. The document may take up to six (6) weeks to be received in regular process and up to three (3) weeks in expedited service.

Passport Book and/or Passport Card Application
This procedure applies to any of the following cases:
• You are applying for a passport or passport card for the first time
• Applicant was under 16 years of age when your last passport was issued
• Your passport is more than 15 years old
• Your passport is lost, stolen or damaged
Requirements
Form
- DS-11 application (first time, lost or stolen passport or passport card)
Citizenship evidence
- Birth Certificate with official seal issued by the Demographic Registry. If the applicant was born in Puerto Rico, it must have been issued after July 2010 (blue color) by the Demographic Registry and bring a black and white photocopy of it on both sides on a letter size paper (8½ x 11). If the applicant was registered after his or her first year of birth, he or she must provide additional information required by the Passport Office. If born in the Continental United States, the birth certificate must be an original issued by the Department of Vital Statistics and include information for both parents. Ask at the Passport Offices how to apply for the Birth Certificate. Puerto Rico Birth Certificates will be accepted only those issued after July 2010.
- Certificate of Naturalization (original and copy).
- Certificate of Citizenship (original and copy).
- Consular Birth Certificate (original and copy).
- Passport or passport card issued more than 15 years ago or 5 years after expiration.
Note
- Minors under 16 years of age, with an expired passport, must present the expired passport and the original birth certificate (born in Puerto Rico after July 2010) and a black and white photocopy of both sides of the birth certificate, on 8½ x 11 paper.
Photographs
- A 2″ x 2″ color photo (51 mm x 51 mm) taken within the last six (6) months. The background should be plain, white or well light, and taken from the front.
- Photos with eyeglasses will not be accepted. If the use of eyeglasses in the photo is necessary, the applicant must present a medical certificate justifying the use of eyeglasses for the photo.

Required ID
It is required to present original and photocopy of IDs on 8½ x 11 paper.
Primary ID:
- Valid driver's license (not learner's license)
- DTOP Identification (State ID of Puerto Rico)
- Valid passport or passport card (valid passport or learner's passport)
- Valid federal government agency work ID with date of issue and expiration date
- Official military service identification
- Original of the Certificate of Naturalization or Citizenship
- Residence card or valid foreign passport to identify minors under 16 years of age
Secondary IDs: (if you do not have a primary ID, you must present the following)
- Photo identification such as: voter's card, learner's license, etc.
- Various public documents such as: baptismal certificates, diplomas, marriage certificates, etc. (You must also bring copies of all public documents to be presented on 8½ x 11 paper).
- Be accompanied by a Witness (person who has known you for more than two years, of legal age, U.S. citizen or permanent resident with primary identification).
NOTE: Minors and both parents or legal guardian, with primary identification, are required to be present to apply for a passport for minors under 16 years of age. If a parent is unable to be present, the absent parent will provide notarized written consent, including full name and date of birth of the minor and a copy of both sides of the absent parent's ID. Applicants 16 and 17 years old can apply for their passport or passport card with only one parent.
ALL ADULTS AND MINORS MUST BE PRESENT AT THE TIME OF APPLICATION. ALL OFFICIAL DOCUMENTS FILED WITH YOUR APPLICATION MUST BE IN THE ENGLISH LANGUAGE
If your valid passport has been lost or stolen, you must also fill out form DS-64.
Passport Book and/or Card Renewal
- The passport or passport card is less than 15 years old or less than 5 years expired.
- The person was 16 years of age or older at the time of issuance of the last passport or passport card.
- There are no changes to the passport information.
Procedure
Mail to the address indicated on the application as routine service or Expedited Service the following:
- DS-82 Application
- Expired passport and/or passport card
- One (1) 2″ x 2″ color photo, passport size, without glasses. If you must wear glasses, you must include a medical certificate justifying their use.
- Personal check, certified check or money order in the amount of $130 (book only) made payable to "U.S. Department of State".
- Personal check, certified check or money order in the amount of $30 (card only) made payable to "U.S. Department of State".
- Personal check, certified check or money order in the amount of $160 (book and card) made payable to "U.S. Department of State".
Expedite Service (five to seven weeks)
