Certification of Documents and Filing of Bylaws

Specific Services

The Certifications and Bylaws Division offers the following services:

  • To certify the Laws and Joint Resolutions approved by the Legislative Assembly and signed by the Governor of Puerto Rico.
  • Register and issue certifications of bylaws, standards and procedures of government agencies.
  • Authenticate signatures of public officials on documents to be used outside of Puerto Rico. Some of these documents are:
  • Birth, marriage and death certificates
  • Transfer of carcasses, birds, animals and medicines
  • Transcription of credits
  • Diplomas
  • Criminal Record Bureau Certifications
  • Powers of Attorney
  • Scriptures
  • Register the signature, sign, rubric and seal of public notaries, as well as prepare public notarial certificates in accordance with Act No. 75 of July 2, 1987.
  • Maintain a record of signatures and official seals of government officials.

How do I request a copy of a law or bylaw?

The procedure is as follows:

  • Request the document at the Certifications and Bylaws Division located on the First Floor of the Royal Intendancy Building.
  • Copies of laws and resolutions have a cost of one dollar ($1.00) per page. If the copy of the law or resolution is required to be certified, an additional three dollars ($3.00) will be charged. The same will be certified by the Division of Certifications and Bylaws.
  • If the document is requested for use by a government agency, the written request of the Agency Head requiring the document for official use and free of charge shall be sent to the Certifications and Bylaws Division.

What should I do if I need a bylaw certification?

It should be addressed to the Bylaws Section located in the Certifications and Regulations Division on the 1st Floor of the Real Intendencia Building.

How do I certify documents that will be used outside of Puerto Rico?

Equity shares can be described as an interest that an owner has in the corporation. They only exist in for-profit and social benefit corporations. In this way, when dividends or profits are distributed, each owner or shareholder is identified.

  • Acquire Internal Revenue Stamp of $3.00 for each document to be certified.
  • The certification must be submitted to the Certifications and Bylaws Division, 1st Floor of the Royal Quartermaster's Building.

How is the signature, sign, rubric and notary public seal recorded?

The following documents should be sent to the Certifications and Bylaws Division on the 1st Floor of the Royal Quartermaster's Office Building:

  • Copy of the Resolution issued by the Supreme Court, after the notary's oath, duly certified.
  • Notary Seal.
  • Internal Revenue Stamp of $5.00.
